Overview
BigBear.ai is seeking a Management Consultant to support our customer with budgetary forecasting and workforce planning. This position will be based out of Annapolis Junction, MD. This is an opportunity to directly influence organizational direction and to work closely with customers to optimize their workforce.
What you will do
Coordinate with government leadership in the strategic planning, integration, performance, and evaluation of the organizations portfolio to maximize budget performance and business process improvements Provide upper management with accountability records to provide manpower assessment needs, budget forecasting, to include physical space requirements Review multiple contracts on a monthly basis for Funds and Man Hour Expenditures, assessing the different contract burn rates, adjusting funding requirements on contracts that are incrementally funded to prevent unnecessary outlay of corporate funds when not required based on expenditure rates Complete out year forecasts and requirements gathering for FY budget builds Manage CWIP (Cyberspace Workforce Improvement Program) compliance within the organization's 48 System Security Plans (SSPs) Point of contact to both manage and submit actions across the agency in the Govt. specific system and keep management abreast of deadlines and requirements Maintain accurate accounting of both contractor personnel and government personnel
What you need to have
- Bachelor's degree or advanced degree in computer science, information systems, engineering or other related discipline plus at least 20 years of systems engineering experience. A Master's degree or PhD may be substituted for two years of experience. A high school diploma or GED plus 24 years of systems engineering experience would also be acceptable
- Position requires TS/SCI clearance with polygraph
- Extensive systems engineering experience including ability to breakdown complex problem space, formulate technical strategies, build action plans, and track progress against established baselines to resolve technical challenges and meet customer cost/schedule/performance expectations
- Excellent verbal, written, and communication skills in interacting with senior technical and program management leaders
- Demonstrated experience working with multiple stakeholders to reach mutual agreements on goals, objectives, program/domain capabilities, interfaces and milestones
- Ability to quickly gain understanding of the goals of the customer organization and apply knowledge to implementation planning and execution
- Demonstrated experience necessary to support the following activities:
- Implement a requirements management process to capture, document, and analyze technical requirements,
- Assist with development and maintenance of capability roadmaps
- Assist with the creation and maintenance of a portfolio Integrated Master Schedule to include dependencies
- Support the creation of robust capability strategies for how systems will be deployed
What we'd like you to have
- Systems integration experience from both technical and programmatic perspectives.
- Working knowledge of the customer's Program Portfolio and mission applications.
- INCOSE Systems Engineering Professional certification (CSEP or ESEP).
- Experience providing analysis of functional, system, and non-functional requirements, data flows, and dependencies.
- Ability to work independently as well as within a team setting to complete assigned tasks within expected schedule to complete. Flexible/easily adaptable within a dynamic work environment that may require surge efforts.
- Experience with Agile development methodologies and documentation of backend ecosystem dependencies to identify integration risks.
- Experience in implementing a system test capability for a development project, developing system test plans, test execution, and documentation.
