Subcontracts Administrator, Senior

Key Role:
Provide subcontract administration support, including pre- and post-award subcontract administration within an internal subcontracts team, and maintain responsibility for soliciting and administering subcontracts, modifications, and task and delivery orders. Assist with the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposal. Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals. Make entries into Booz Allen procurement systems, process task orders and modifications, and serve as the primary interface between Booz Allen and subcontractors in the pre- and post-award phase. Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements. Maintain subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the Booz Allen Procurement Manual. Work as part of a team and use effective communication in daily interactions with internal and external clients. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

  • Experience in procurement and subcontract administration with contractors supporting federal contracts

  • Experience with subcontract file documentation and CPSR requirements

  • Experience successfully negotiating complex subcontract terms and conditions, nondisclosure, teaming, and other contractual agreements

  • Experience supporting capture and proposal activities for federal acquisitions

  • Experience with various types of contracts, including FFP, FFPLOE, CPFF Term and LOE, T&M, GSA schedules, GWACs, and various IDIQ types

  • Knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

  • HS diploma or GED and 5+ years of experience in procurement or subcontracts administration, or Bachelor's degree and 3+ years of experience in procurement or subcontracts administration

Additional Qualifications:

  • Experience with Small Business Subcontracting plans and outreach programs

  • Ability to display flexibility to perform as part of a team

  • Ability to establish and maintain relationships with internal and external clients

  • Ability to work independently in a fast-paced, high-volume, geographically dispersed environment

  • Ability to work with Microsoft Office

  • Possession of excellent time management and organizational skills

  • Possession of excellent verbal and written communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
