POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Rapid Response Director will lead a dynamic team of professionals within the Strategic Support organization, driving efficient and high-quality responses to quick-turn requests for sole-source and competitive proposals; task orders under major Indefinite Delivery/Indefinite Quantity (IDIQ) contracts; and surge support efforts. This pivotal role requires a strategic thinker and hands-on leader capable of navigating tight deadlines, complex requirements, and high-volume proposal efforts to secure contract awards.

As a key member of the Strategic Support team, the Rapid Response Director will operate under aggressive timelines to manage, write, edit, review, provide quality control, and produce compliant, customer-focused documents and presentations. They will ensure the delivery of high-quality, on-time outputs while maintaining alignment with client needs and organizational goals.

The Rapid Response Director will hold direct accountability for the operations of the Rapid Response proposal group, including:



  1. Leading response efforts: Driving the development and execution of compliant, compelling proposals, white papers, and other deliverables.
  2. Performance management: Guiding and evaluating team members to foster growth and optimize productivity.
  3. Process development: Contributing significantly to the creation and enhancement of rapid response management processes, tools, and templates.


This role demands exceptional leadership to coordinate response development efforts across multiple, concurrent projects. The position is characterized by shifting priorities, stringent deadlines, last-minute requirements, and evening or weekend hours to meet non-negotiable client expectations.

The primary goal of the Rapid Response Director is to lead a diverse proposal response team effectively, directly impacting the success of assigned proposals and enhancing overall win rates. This position reports directly to the Strategic Support Executive.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Required Qualifications:



  1. Hires and manages team of bid and proposal professionals.
  2. Reviews and approves proposal development plans including timelines and review schedules
  3. Identifies and engages with appropriate internal and external proposal development resources
  4. Collaborates with strategic development, subject matter experts, and capture teams to develop business strategies for winning proposals and presentations
  5. Conducts team staff meetings
  6. Leads in the development of customer proposals, white papers, and presentations
  7. Contributes to the development of the proposal content library
  8. Provides quality assurance on format, content and configuration management
  9. Provides input for business decision gate presentations
  10. Works with colleagues from varying business lines to cross-utilize knowledge and resources
  11. Self-motivated and performs duties with minimal direct supervision


Preferred Qualifications:



  • Certified Project Management Professional (PMP)
  • Process Design and Implementation Experience
  • Experience and knowledge of Business Development and Capture processes
  • Hands on Operations Experience
