Introduction and job description: The US Regional Operations Manager is the US lead to oversee and implement strategic programs for Global Regions and ensures implementation of these changes in a complex and ever-changing environment, in close collaboration with the Global Regions OPS Manager, the Global Regions support- and US CRE teams. The US Regional Operations Manager will support the development and implementation of a roadmap for FM service provision in the regions and oversees the performance of outsourced FM service providers in adherence to the plan and other criteria such as performance, KPIs, risk, compliancy, and functional criteria. The manager will also serve as a champion for Lean Management processes. The US Regional Operational Manager drives Operational programs as needed to provide the expertise and/or guidance to execute any US Local project. The US Regional Operational Manager has knowledge of the complex US portfolio with an extensive and great diversity of products and services in an outsourced Facilities & Maintenance management environment and acts as a generalist and linking pin in the regional CRE organization connecting and streamlining various initiatives. Role and Responsibilities: FM strategy and operational performance management 1. Lead transition maturity to Global Standards and streamline the processes with Global Regions Team 2. Lead maturity of KPI's in line with Global Regions to standardize and organize. 3. Partner with NPR to drive MBR and QBR forecast rhythm for US Global Regions with US CRE Heads, share learnings, knowledge, and best practices to other US sites. 4. Support on behalf of Global Regions team COE Projects and initiatives such as asset management strategy, data quality, ESG etc. in a matrixed organization for US Local sites. Develop a strategy to implement the initiatives in US sites and drive the results to the required performance to enable standardization and maturity globally. 5. Leading US Regions Trainings as needed to execute projects or initiatives. 6. Drive clarity on Data Ownership for US local sites while working with US Local sites, COE and Global Regions 7. Develop and deploy a Learning & Development (Empowerment) program to further mature the regional FM organizations. 8. Define the levels of commissioning and acceptance plans, define the sub-levels within the core level and the strategy to implement in US sites for ASML CRE assets. 9. Support and streamline Real Estate Master Plan and Utility Master plans for US sites - support Global team on standardization. 10. Provide technical support on strategy for technology roadmaps leading to the planning of Master Plans 11. Actively working with US CRE Heads, US Contract Managers, US outsourced vendors to guide the performance of (outsourced) hard and soft service provision in line with the contract, SLA's, collecting relevant trends and developments and improvement areas 12. Translate US Regions, uptime, performance of assets, quality standards, capacity of assets etc, to monitor and manage compliancy. US uniformity 13. Ensure all sites operate within IFM budget requirements and work closely with regional business analysts to measure, report, and analyze financial performance of IFM. 14. Develop and implement US Regional uniformity by sharing knowledge, best practices, formats, and systems. 15. Work with Global Regions OPS Manager to establish a global reporting performance system and gain and guide US Regions during implementation and evaluation process. 16. Drive change management for operations initiatives developed as part of the transformation plan including but not limited to adaptation of new tools, processes, and programs. 17. Support and coach colleagues and service providers to establish professional ways of working and contract management in line with agreed strategic direction, contract, and SLA. 18. Provide insights in the international supplier market in the field of F&M and/or support local sites with implementation of the sourcing strategies. 19. Support in the rollout of CRE data management systems for US Regional sites (ea. Planon). Get US Regions teams prepared and ready and provide the guidance and lead as change manager. 20. Support assessments on asset performance, analyze and document deviations to ensure lessons are captured and used to keep policies and programs current and reflective of actual field performance. 21. Support business continuity assessments for US regions and related improvement plans. Program management 22. Determine the approach towards global planning of the FM program for US Regions including setting up project teams, identify (key) requirements, suppliers, transition and change management etc. in line with Global Region team. 23. Initiate the change plan by conducting thorough pre-analysis, including lessons learned, studies and business cases in order to prepare decision-making and to set the output targets, timelines and budget plan. 24. Lead and embed change and mobilization of US local teams and suppliers on sites following tender process and contractual changes. 25. Manage risk, compliancy, quality and functional criteria (in alignment with competence experts) in order to ensure successful outcome of the program or project(s). Coordinate solutions from an integrated, helicopter view, taking into consideration the full chain of delivery and (strategic) planning. 26. Derive long term and short-term activities from the strategic plans (Hoshin, Industrial Masterplan, UMP, sustainability, asset management, etc) and drive the change and implementation in US Regions. 27. Ensure progress reporting on Strategic Programs and (feasibility) advice substantiated with solid business cases (for example to board, senior leadership, stakeholders of business lines, industrial board etc.) 28. Participate in Community of Practices initiatives for the US to enhance visibility of standards and best practices and improve internal community building. Innovation and product development 29. Collaborate with experts on performance upgrades, predictive maintenance, data management solutions, system implementation etc that give impulse to delivered quality by CRE FM and to ASML business objectives. 30. Connect with other CRE functions for optimization of products, processes, or performance locally or with global scope. Finance 31. Support US regions with validation of offers of suppliers to determine compliancy with required quality and output specifications. 32. Oversee the IFM Budget, align on forecasting and executing with TAP and LTFP 33. Manages coordination of FM & CRE industry intelligence reports with US teams to improve understanding of industry trends and facilitate cost benchmarking Education and Experience:
