Job Description Summary: Drive project management activities across the entire SEC portfolio of projects, ensuring effective escalations and supporting both new and existing projects through the project lifecycle. Manage a team of project/program management professionals accountable for on-time, in-budget delivery of key strategic initiatives within the SEC project portfolio. Perform management functions for a team consisting of both full-time employees and contracted resources, ranging in size from 4-15 members. Provides periodic review of team member performance using both formal and informal mechanisms; mentor team members in best practices and provide skill development. Drives standardization of project delivery methodology. Ensures consistency of processes and deliverables across projects/programs for a consistent customer experience across the enterprise. Closely partners with IT partners to plan and execute on-time delivery. Strives to increase project success rates (time, budget, scope, etc.). Support team to drive clear, concise project status communications that ensure transparency to overall project health, including resources, schedule, financials, and risk/issue management.   • Lead SEC activities and direct the project management of this portfolio of projects.
  • Ensure team of SEC PMs is planning and delivering assigned projects, while adhering to our methodology best practices and standards.
  • Creates and maintains standard approach to project or program management across the SEC portfolio. Participates in prioritization decisions with SEC.
  • Directs the development and utilization of necessary communication tools (executive project status reporting, dashboards, balanced score cards, etc.).
  • Quickly escalate and address internal areas that are not cooperating and have a direct line to the senior executive that owns the source of conflict.
  • Enable rapid decision making by resolving issues with an unbiased and action-oriented perspective.
  • Generates and champions new ideas and initiatives. Acts as a catalyst of change by presenting a persuasive case for changing processes and practices; is resourceful, creative, and open-minded in developing solutions.
  • Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrate respect for others.

Minimum Qualifications

  • Bachelor's degree in computer science, information systems, business administration, or related field or an equivalent combination of education and experience
  • 7 years of experience on enterprise-wide and multiple concurrent projects influencing, facilitating, and negotiating with stakeholders and leadership to include enterprise-wide and multiple concurrent projects of increasing complexity. Experience managing a portfolio of projects
  • 5 years of experience of managing people in project or program management capacities, including an outstanding record of project management success both in results achieved and in use of a professional methodology.
  • Ability to lead, guide, motivate, and direct the work of others.
  • Ability to work well with individuals in all levels of the organization.
  • Demonstrated change agent, ability to effectively manage others though change. Process improvement mindset with demonstrated success in defining best practices, documenting, and implementing process changes.
  • Excellent written and verbal communication skills, tailored to target audience
  • Strong analytical, problem solving and planning ability
  • Ability to effectively present information and respond to questions from enterprise leadership, clients, and customers.

  • Strong general business acumen, including financial management skills. Excellent leadership capabilities, strong judgment, and the ability to work effectively with and influence customers, team members, leadership, and external groups
  • Ability to express project and program management concepts in a training environment.

  • Ability to effectively deal with a variety of abstract and concrete variables. Ability to critically evaluate information from multiple sources, reconcile conflicts, decompose high level information into details and abstract low-level information to a more general understanding
  • Strong ability to collaborate with senior leadership and project or program managers to define and implement creative solutions and measure delivery results.
  • Extensive knowledge of the principles, processes, and tools of project management; both waterfall and agile methodologies
  • Extensive knowledge of the roles, functions, and purposes represented by all members of the project team. Extensive knowledge of the organization and of managed care business objectives and operations, and of how these are affected by automated solutions.
  • Proven skills in the effective use project management tools, including PlanView, SmartSheets, Microsoft Project, and Azure Dev Ops
