Job Description

Jefferson Consulting Group is seeking a Technical Advisor on Gender Equality and Women's Empowerment to support USAID's Gender Equality and Women's Empowerment Hub.

This role will be hybrid with at least one day in-office at the Ronald Reagan Building in Washington, DC.

The annual salary range for this position is $155,000-= to $160,000. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Background:

The United States Agency for International Development's (USAID's) Gender Equality and Women's Empowerment Hub (GenDev), is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and women's empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID's programming globally, in all sectors. It promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach.

Jefferson Consulting Group provides institutional support to the GenDev Hub through the GenDev Institutional Support Contract (GenDev ISC). The purpose of the GenDev ISC is to engage subject matter experts and technical expertise to support efforts related to gender integration and equality in the design, implementation and monitoring and evaluation of USAID programming. The GenDev ISC provides support in a variety of technical areas pertaining to supporting the gender equality and women's empowerment goals of the Agency including improving the ability of USAID to integrate gender and women's empowerment throughout the program cycle and advancing gender equality for women and girls, men and boys, and gender diverse individuals.

USAID Gender Equality Objectives:

  • Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services;

  • Strive to eliminate GBV and mitigate its harmful effects on individuals and communities, so all people can live free from violence;

  • Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies; and

  • Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.

Position Objective:

The Technical Advisor on Gender Equality and Women's Empowerment would provide technical assistance, activity management, and support for knowledge management and learning on gender integration both within the GenDev Hub and across USAID's multiple programming sectors. This position would work with the Localization and Mission Support Team (LMST) to provide technical support on gender equality and women's empowerment to Missions, OUs, and Bureau teams. Up to 20% of work time is anticipated to be spent traveling to provide support to Missions, around 3 two-week international trips annually. The period of performance is approved for one year with the possibility to extend to the end of the contract option years up to September 2027. The position is telework eligible with the expectation to work from the Ronald Reagan Building at least one day per week.

Scope of Work:

Technical Assistance: Serving as a technical advisor on gender equality and women's empowerment, providing technical assistance and support across the Agency. Including:

  • Provide technical assistance on gender equality to mission and DC-based colleagues including in new activity design, strategic development, utilization of best practices, and current research and evidence in programming on gender equality and women's empowerment.

  • Support select Missions in planning and leading strategy or activity-level gender analyses (with in-country data collection and validation), in collaboration with Mission colleagues, and provide post-analysis support for integration of results into relevant designs.

  • Support agency roll-out and use of USAID Program Quality Assessment Tool on Gender Equality and Women's Empowerment, providing on-demand support for its application, including training and facilitating workshops for relevant Operating Units

  • Provide support on technical and non-technical documents, such as implementation plans; monitoring, evaluation, and learning (MEL); knowledge products; and other deliverables to ensure appropriate gender integration according to the Women's Entrepreneurship and Economic Empowerment Act requirements.

Technical Management

  • Serving as activity manager for GenDev implementing mechanism buy-ins

  • Support operational issues related to gender integration and work with Mission, OUs and Bureau teams to coordinate gender equality-related inputs across USAID's multiple programming sectors

  • Harmonizing technical language and best practices across GenDev-offered training, resources, and other deliverables.

Knowledge Management and Learning

  • Support roll-out of GenDev knowledge management support, including socialization and roll-out of tools and resources on internal gender equality portal and Gender Links, responses to requests, etc.

  • Establish more formal channels for internal mentorship of GenDev staff to conduct gender analyses.

  • Support coordination across the Agency and between GenDev and missions such as through technical learning convenings.

The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff.

As a contractor, this position will not perform "inherently governmental functions," including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.

Minimum Qualifications:

  • Master's degree in an appropriate area of specialization, plus at least 8 years of relevant professional experience, or a Ph.D. in a relevant area of study and 3 years of experience;

  • Possess senior expertise with extensive, enterprise-wide (USAID) knowledge and experience with gender analysis, and gender integration in programming and/or in one or more sectors including Agriculture and Food Security; Climate and Natural Resource Management; Conflict & Insecurity; Democracy; Human Rights, & Governance; Economic Growth; Education; Energy & Infrastructure; Gender-Based violence (GBV); Global Health; Land & Property Rights; Digital Access & Technology; and Water, Sanitation, & Hygiene.

  • Strong verbal and written communication skills;

  • Ability to prepare and deliver quality documents, presentations, and briefings to executive management;

  • Strong work ethic with a solid customer service focus;

  • Strong attention to detail;

  • Ability to work well independently and as part of a team;

  • Ability to multitask in a fast-paced, deadline-driven, and high visibility environment;

  • Familiarity with Microsoft and Google Suite of products;

  • Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements; and

  • Must be a U.S Citizen and able obtain and maintain a Facilities Access Clearance (FAC) security clearance. Applicants with an active security clearance will be given preference.

Preferred Qualifications:

  • USAID experience with knowledge of how USAID works and USAID's policies and practices in regards to gender equality;

  • Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners.
