Job Summary

Reporting to the Director of Emergency Management, the Emergency Management Specialist plays a key role in supporting and enhancing Caltech's emergency preparedness and response initiatives. This position collaborates with various partners across the campus, developing effective response and recovery plans, and ensuring that response equipment and notification tools are fully operational.

The Emergency Management Specialist is classified as a Campus Critical position. An employee designated as Campus Critical may be required to assist with response and recovery efforts outside of regular working hours.

Essential Job Duties



  • Maintain Caltech's emergency notification system and related emergency alert tools, such as alert beacons, digital signage, and emergency applications.
  • Issue emergency notifications utilizing Caltech's mass notification platform.
  • Facilitate training for campus emergency responders and other identified key personnel. This training could include general preparedness training, workshops, and seminars for building evacuation coordinators, field assessment teams, and medical responders.
  • Administer testing of personal safety panic buttons.
  • Support the development and maintenance of emergency preparedness and business continuity plans for departments, labs, and Centers across the Institute.
  • Work with campus partners to deliver preparedness outreach programs and activities.
  • Assist in strategic planning to ensure continuous improvement of the program.
  • Prepare and assist with the facilitation of tabletop, functional, and full-scale exercises.
  • Maintain readiness of Caltech Emergency Operations Center (EOC) tools and resources.
  • Participate in and support Crisis Management Council (CMC) meetings, events, and exercises, including facilitation, preparing minutes and reports, and collecting and analyzing data.
  • In the event of an emergency or critical incident response, extended work hours may be required.
  • Other duties as assigned.


Basic Qualifications



  • Bachelor's degree or equivalent years of work experience.
  • 3-5 years of progressive administrative, technical, or public safety/emergency response experience.
  • Must have strong technical aptitude and the ability to master unfamiliar software applications quickly.
  • Basic knowledge of emergency management and business continuity principles, including applicable local, state, and federal laws, regulations, guidelines, and standards.
  • Physical Demands: The selected candidate will be required to stand and walk for moderate periods and lift and carry up to 25 lbs.
  • Demonstrated ability to work on technical projects.


Preferred Qualifications



  • Master's degree.
  • 3-5 years of professional experience in emergency planning, preparedness, and continuity planning in a university setting.
  • Proven knowledge of Critical Incident Management for Institutions of Higher Education and National Incident Management Systems (NIMS)/Incident Command Systems (ICS).
  • Proficient in emergency communication tools such as VHF radios, satellite phones, and mass communication systems.

Hiring Range

$29.00 - $37.50 per hour

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
