Independently uses and applies wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis, and strategic planning on projects that involve multiple organizations and stakeholders. Uses advanced organizational development professional concepts and organization objectives to resolve complex organizational development, design, and effectiveness issues. Regularly works on highly complex issues of strategic engagements where analysis of circumstances and information requires an in-depth evaluation of factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

The Business Operations Program Advisor is a lead to support the Vice President of Clinical Operations on all programs and initiatives across the health system & business units. This role will serve as an extension of the Vice President and, as necessary, will represent the Vice President in key meetings and on key initiatives. This role has the ability to manage key relationships and is able to understand and navigate the highly matrixed health system environment and political aspects of each program & large-scale implementations.

This role helps to integrate data, process, alignment, and partnership to achieve the desired outcomes of the health system. This work must effectively integrate with, influence, leverage, and be consistent with organizational strategies, investments, approaches, processes, and outcomes/capabilities. This role will also partner with the PCMC leadership team and other key stakeholders related to health system initiatives and program developments.

This role builds strong relationships with internal and affiliate stakeholders to create partnerships/business opportunities to increase access and drive volume growth. Also, determines objectives, directs programs, develops strategies and polices, and functions with a high degree of autonomy. Makes decisions on administrative & operational matters in conjunction with the Vice President to ensure achievement of objectives (operational, strategic and budgetary processes).

The Business Operations Program Advisor will collaborate with senior leadership under the direction of the Vice President to provide input on business development strategies and operational integration. This role will also monitor & analyze performance metrics, identify areas of improvement, and implement corrective actions as necessary.
In addition, this role includes assisting the Vice President in managing stakeholder expectations and relevant issues such as:

  • Monitoring performance of key performance indicators related to systemwide performance across the business units
  • Policy & protocol management across the health system related to any initiatives/program development
  • Competency & assessment development
  • Quality & safety improvement work of specific initiatives/programs
  • Partner with business units to ensure alignment of standards of work & data integration/KPIs
  • Develops stakeholder communication for operational issue resolution and update strategic planning/implementation in alignment with health system priorities & initiatives.
  • Synthesize data sets for all applicable operational areas
  • Develops executive summaries & business cases to support leaders based on data & financial trends
  • Identifying process improvement opportunities which can lead to efficiency and output improvements with the business units and other health system functions that are within the scope of work for the Executive Director.
  • Strategic business analysis:
    • Works to eliminate redundancies & create efficiencies
    • Weighs internal capabilities against external factors (threats v. opportunities)
    • Matches short-term decision-making with long-term goals
As the Business Operations Program Advisor this person will be driving success in the following areas:
  1. Systemwide capacity management & throughput
  2. Data analysis & program development
  3. Planning & strategic implementation
  4. Other duties as assigned

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $132,000 - $204,000 (Annual Rate).

Department Description

PCMC is open 24 hours daily as a centralized hub to support capacity & throughput across the patient care continuum. This department supports the transfer of patients to UCSF Medical Center and manages the throughput for all areas of the hospital(s), patient placement, and flow to all inpatient & outpatient units. The position requires an interface with physicians, nurses, and all core services (imaging, lab/pathology, rehab) in managing the admissions, transfers, and discharges. This is a high-volume department, one that requires flexibility, a calm demeanor, and excellent communication skills. In 2024, we helped facilitate the transfer of more than 3400 patients to UCSF Medical Center and managed about 40,000 bed placements.

Required Qualifications


  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Five (5) years of related experience preferably in Healthcare
  • Advanced knowledge of the organizational development and effectiveness field, theories, and models to assess, design, and implement customized, strategic organization interventions.
  • Demonstrates strong analytical, problem-solving, project planning, and implementation skills.
  • Highly skilled in facilitation, consulting, and relationship building.
  • Applies strong verbal and written communication and presentation skills.
  • Possesses strong consulting, relationship-building, and strategic thinking skills.
  • Ability to coach, facilitate, and influence people at all levels.
  • Demonstrates ability to learn quickly, reason, synthesize, and generalize based on information obtained; sound judgment; ability to draw unbiased conclusions.
  • Ability to focus on priorities, strategies, and vision.

  • Leadership/Executive Coaching (ICF preferred)
  • Gallup Global Strengths Coach Certification
  • Lean certification
  • Project Management Professional (PMP)
  • Demonstrates skill consulting to managers and groups at all levels.
  • Knowledge of the consulting process to effectively lead engagements from inception to conclusion.
  • Ability to persuade through both logic and appeal to positive motivations.
