The Head of Procurement is responsible for the setting the overall strategic vision and direction for the Procurement function. This leader will oversee Category Management and Strategic Sourcing, Supplier Relationship and Risk Management, Policy. Further this role with oversee all procurement operations relating to Contract and Supplier Management and Management Reports/Dashboards. As the head of procurement, collaborates with key members of the company's executive community, including Bloomberg Procurement leadership, and works with all components of the organizations to influence and impact the overall buying strategy and operations direction of the business.

Primary Responsibilities:

  • Set the overall strategic vision and direction for Source-to-Pay functions, incorporating applicable Industry Best Practices relating to Systems, Policies, and Processes.
  • Champion and lead Procurement team efforts to analyze problems, develop solutions, identify opportunities, make recommendations, and implement decisions within the Source-to-Pay domain (with a specific emphasis on category management, strategic sourcing, contracts management, business partnering, supplier management, and supporting technology platforms).
  • Identify, quantify, and develop efficient and effective procurement policies and processes from ideation through successful deployment.
  • Align with and effectively support internal business stakeholders/customers to fully address their procurement needs, ensure business requirements are properly understood and supported by Procurement and supporting functions such as Legal and IT Security.
  • Assume overall responsibility for strategic supplier relationships and risk management. Further mature the supplier diversity program to drive differentiated value.
  • Provide thought leadership and strategic vision for all procurement reports with a lens of distilling information to help inform/guide business plans and actions.
  • Implement and maintain efficient tools/technology in support of procurement operations.
  • Develop KPIs and performance measurements including savings target that are aligned with the company's strategic directions and goals.
  • Align Bloomberg Industry Group Procurement strategy with BLP global strategies where appropriate and recommend exceptions as necessary.
  • Leverage BLP and local relationships and contracts to maximize cost-effectiveness.
  • Partner with key existing suppliers to identify opportunities for providing business value (e.g., innovation, cost savings).
  • Manage supplier relationships to build mutually beneficial partnerships, ensure contract compliance, and analyze supplier performance in relation to contractual obligations and where necessary adapt and refine to suit business needs.
  • Manage large scale supplier engagement initiatives, negotiate contracts with suppliers for optimum total cost of product/service and reduction of risks to suit business goals.
  • Identify cost savings opportunities and partner with procurement operations to identify areas of process efficiency.
  • Lead transformation and change management activities involving Procurement.
  • Facilitate the development and implementation of, and ensure the compliance to Procurement policies, procedures, controls, and best practices.
  • Facilitate training and communications of Procurement policies and practices internally and to the broader business stakeholders/customers.
  • Assume the "expert" role in understanding and communicating Procurement technology strategies, requirements, and applications to leadership and business stakeholders.
  • Drive continuous improvement of procurement technologies, facilitate review and assessment of new technical products and capabilities to fulfill procurement needs, and manage on-going data and business requirements in optimizing the solutions.
  • Participates in special projects and performs other duties as assigned.

Job Requirements

  • Ability to recognize strategic direction and effectively champion and execute initiatives.
  • Strong facilitation skills to communicate and collaborate with Procurement staff and business stakeholders/customers.
  • Strong project or program management skills to lead or facilitate activities across multi-functional teams that may also involve external third parties.
  • Strong written and oral communication skills.
  • Demonstrated ability to influence others (suppliers, stakeholders/customers, etc.) in order to achieve cost effective and timely solutions.
  • Strong strategic planning, development, and execution skills.
  • Demonstrated ability to work effectively with suppliers to build mutually beneficial relationships.
  • Finely honed negotiation skills.
  • Proven track record of delivering savings.
  • Experience in working with systems and controls in area related to sourcing, contract management, and procurement operations.
  • Strong financial and contract management skills.
  • Strong communications skills to effectively represent Procurement internally and externally.
  • Experience with managing process transformation and promoting ongoing improvements.
  • Ability to effectively manage ambiguity and adapt to a changing environment.

Education and Experience:

  • Bachelor's degree in Accounting, Finance, Business Administration or Economics.
  • CPA, MBA, or advanced degree in Supply Chain Mgmt. or Operations is highly preferred.
  • Minimum 12+ years of relevant experience, including 5-7 years of experience in management/leadership position in Procurement or Supply Chain Management. Experience in procurement system implementation, deployment, change management and operations strongly preferred.
